Dr. Unna Huh, president of the Information and Communications University (ICU), has been a pioneer in the field of educational technology in Korea, an IT policymaker with clear foresight and leadership, and an international leader of IT education.
After attaining a doctoral degree in educational technology at Florida State University in 1976 as the youngest doctorate awardee ever in Korea at that time, she became a professor of educational technology at Hanyang University in 1983.
While working as a professor at Hanyang University for 20 years, Dr. Huh founded and led the Center for Computer-based Education Technology. In addition, as presidents of the Korean Society for Educational Technology and the Korean Industrial Education Academic Society, she hosted a number of international conferences and introduced cyber education in Korea. She published numerous books, papers and journal articles, and hosted many domestic and international seminars and forums to invigorate collaboration between academy and industry and advance Korea¡¯s IT education and research.
From 2000 to 2004, Dr. Huh held office in the Korean parliament. While in parliament, she served as the first chairperson of Korea¡¯s NACIC (National Assembly Cyber Information & Culture Studies). She induced many an important IT policy change such as the Digital Signature Act and the Framework Act on Electronic Commerce. Her work as an IT policymaker extended to the world stage through her services as the first president of IPAIT (International Parliamentarians¡¯ Association for Information Technology). She invited 90 parliamentarians from 40 countries to Korea and discussed the increasing polarization of the world on digital information and sought solutions for the problem.
In 2003, she was named the first fellow for the New Zealand¡¯s ¡®Prime Minister¡¯s Fellow¡¯. She was also invited by Australia¡¯s Foreign Affair¡¯s Department in 2004 as an IT expert of Korea, strengthened the IT collaboration between Australia and Korea. She also made great contributions to the IT exchange between South and North Koreas as chair of the IT Exchange Committee of South and North Koreas under the Korean Ministry of Unification.
In June 2004, Dr. Huh was inaugurated as president of ICU and transformed the newly founded university into Korea¡¯s premier IT university that produces exceptional global IT talents through her successful adoption of innovative IT education approaches. Dr. Huh made efforts to strengthen research collaboration between ICU and the IT industry. ICU now boasts the largest number of IT research centers among the Korean universities with 14 research centers, including 4 ITRC centers and the Samsung-ICU Research Center.
As a part of her continuous effort to strengthen ICU¡¯s global leadership in IT education, she cofounded IFUP-ICT (International Forum for University Presidents on Information and Communication Technology Education) at BUPT (Beijing University of Posts and Telecommunications, China) in 2005 and hosted 2nd IFUP-ICT at ICU in October 2006.
Throughout her career, from her professorship at Hanyang University, as a lawmaker in Korean National Assembly, and now as president of ICU, Dr. Huh has campaigned for a better understanding of information society and for the establishment of a healthy Internet culture. Her effort on IT education has been recognized internationally by receiving and she was awarded ¡°Pryadarshni Award¡±, globally recognized award given by India¡¯s largest NGO Academy.
With her extensive knowledge and experiences as an IT expert of 30 years, along with her visionary leadership, Dr. Huh has been an effective leader of Korea¡¯s IT education and industry and offered essential strategies for the informization of Korea and education of future global IT leaders.
